Even as the tendering process to implement the three components of the dam proposed for the Polavaram project is on, the government on Tuesday issued administrative sanction for enhancement of the overall project cost to Rs 16,010 crore, a figure approved by the Centre two years ago.
This replaced the original figure of Rs 10,550 crore.
No bearing
A senior official told this correspondent that the hike, formally effected now, would not have any bearing on the internal benchmark cost of the three components (Rs 4,717 crore) covered by the tendering process—namely, construction of earth-cum-rockfill dam across the Godavari upstream of Rajahmundry, spillway and excavation of foundations for the 960-MW hydel power station planned as part of the dam.
As such, the tendering process, which was on for these works, would remain unhindered, he said. For the record, two teams, each consisting of two engineers, were in Russia and China to cross-check the “previous experience” certificates and other documents of the firms that participated in the tenders with the authorities there.
Expenditure
He said the government was forced to increase the project cost to cover the expenditure involved to take up work related to the left and right side connectivities of the dam, execution of electrical and mechanical works and the excavation of head race and tail race channels for the powerhouse besides its civil works.
This was also to take care of the fluctuations in prices of construction materials like sand, cement and steel.
With the inclusion of the cost of these additional components, the overall cost of headworks worked out to Rs 7,372 crore, an excess Rs 3,331 crore.
