Hyderabad: Going by this year’s Budgetary allocation to the Polavaram project, considered the lifeline of AP, it would take around 300, not three years as claimed by Chief Minister N. Chandrababu Naidu, to complete it.
Mr Naidu had often said that the project would be completed by 2018, but the Centre apparently doesn’t share his enthusiasm, having allotted Rs 100 crore.
Centre has declared the Polavaram project a National Project, meeting one of the promises made in the AP Reorganisation Act. Recently, the state government increased the estimates of the project to Rs 36,000 crore from Rs 16,000 crore and had requested the Centre to allot at least Rs 4,000 crore to the project in this year’s Budget.
The Rs 100 crore announced by Union finance minister Arun Jaitley was a repeat of his last year’s allocation.
The allocation is in stark contrast to the Congress government, which had spent about Rs 5,000 crore on the Project. After the TD came to power, it concentrated on the Pattiseema project to interlink Rivers Krishna and Godavari, spending about Rs 2,500 crore while Rs 300 crore was spent on Polavaram. The state government said that the expenditure incurred on Pattiseema was part of the Polavaram expenditure and the Centre was requested to reimburse Rs 2,500 crore.
However, the Centre refused to buy this argument, making it clear that Pattiseema project was not a part of Polavaram but a separate project.
It also said that unless the Polavaram Project Authority (PPA) certified the expenditure, it would not sanction the funds.
Recently, the Centre released Rs 300 crore for the Polavaram Project, but the funds would not reach the state government directly. They went to the PPA, which would release them to the state government after it is satisfied about the expenditure on Polavaram project.
The state government said that even though the Centre has allotted only Rs 100 crore for Polavaram in the Budget, it is optimistic that that the money it spends on the project will be reimbursed by the Union government.

HYDERABAD: Andhra Pradesh chief minister N Chandrababu Naidu made it clear that he is ready to hand over the construction works of Polavaram irrigation project to the Centre, if the latter wants.
Following the pinpricks by BJP floor leader VishnuKumar Raju over the escalation of project cost by the present contractor, an irate Naidu said, “If the BJP is ready to take over the project, I am ready to hand over its construction to the Centre. The BJP leaders should think twice before joining the chorus with Leader of Opposition while making allegations against us over Polavaram issue.”
Earlier, Leader of the Opposition YS Jagan Mohan Reddy wondered why the TDP Government was constructing the Pattiseema Lift Irrigation Project by spending Rs 1,600 crore, when it is sure of completing the Polavaram project by 2018.
“I don’t understand why the State government allowed the contractor of the Polavaram project to escalate the project cost.
The contractor is taking up the project works at a snail’s pace.
The State Cabinet has authorised the contractor not only to increase the project cost but also to nominate his choice of sub-contractors.
This itself indicates that the government is doing all this for the sake of kickbacks,” Jagan alleged.
Then he further said the State government had allotted the contract works of Package-7 of Polavaram Right Main Canal to a TDP leader’s company by cancelling the contract given to the L&T company, that too at a much higher price.
“After cancelling the Rs 23-crore contract awarded to L&T, the Government allotted the same to Bollineni Seenaiah company, owned by an ex-MLA of the TDP, at a cost of Rs 74 crore.
Even chief secretaries are wary of affixing their signature on the proposal. Is it not being done for taking bribes and looting public money?” the YSRC chief thundered. Later BJP leader Vishnukumar Raju too sought an explanation from the State government .

According to Irrigation minister Devineni Uma Maheswara Rao, chief minister Naidu would take part in a high-level meeting to be held in Delhi on Thursday to clear hurdles for the construction of Polavaram project. The meeting will be held under the chairpersonship of Union water resources minister Uma Bharti. “The agenda of Thursday’s meeting is to finalise a rehabilitation package worth Rs 1,500 crore to the people likely to be affected by the project.” Sources said that after taking part in the meeting, Naidu would leave for London to attend an investors’ meet.

The Union Minister of Water Resources, Uma Bharati told media persons that the Centre urged the AP Government to hold public hearing. “It is important that the national project is completed without any hassles. It is important that the issue is settled through talks. Tribal issues and land submergence are serious issues and AP should move forward on the same,” she added.
She further stated that AP Chief Minister, N Chandrababu Naidu, was experienced enough and was going ahead with the project work ‘beautifully’. “He is one of the most seasoned CM in the country, I am sure he can sort it out”, she said referring to the protests of the BJD members in the Parliament.

The State Government recently approached the National Commission for Scheduled Tribes (NCST) and requested it to re-examine all clearances given to the project including forest and environment clearance and consent accorded to it by the Ministry of Tribal Affairs and technical advisory committee (TAC).
As many as 7,656 hectares of land including 25 tribal villages will be submerged on Odisha side because of the project. Official sources said 5,916 tribals and 902 others will be affected by the project taking the total displaced persons to 6,818.
The State Government has already filed a case in the Supreme Court urging it to stop construction of the project. Besides, it has also demanded that the Centre should review the clearances given by Ministries of Environment and Forest and Tribal Affairs for the project.An Assembly committee comprising 25 MLAs from all political parties was also constituted in December, 2015 to meet Prime Minister Narendra Modi and apprise him about the project. The issue was taken up by the House committee after members cutting across party lines voiced concern. The lawmakers from three major political parties - BJD, Congress and BJP - opposed the project and expressed their concern over the development taking place in the neighbouring State Andhra Pradesh. Besides Odisha, Chhattisgarh and Telangana have also opposed the project because of the possibility of displacement of tribal villagers.

RAJAMAHENDRAVARAM:The BJP took the TDP to task though the latter is its poll ally on the issue of ‘Polavaram Project and pending bills’, blaming the State Government for the non-release of funds for the project.
Not mincing words, BJP leader Daggubati Puran-deswari said that it was State Government’s fault that the reimbursement of bills pertaining to Polavaram is pending. It had failed to provide explanations on various expenditures incurred on the project as sought by the Central Government, she said.
Speaking to mediapersons here Tuesday, she said that as mentioned in the MoUs pertaining to Polavaram Project and the rules regarding the project works, for making any changes in the project, Polavaram Project Authority should be taken into confidence. When the estimates for the project were changed from Rs 16,000 crore to Rs 32,000 crore, Central Government was not intimated of the same.
“All that the Central Government had asked the State Government was an explanation as to why Polavaram Project Authority was not taken into confidence, but there was no response till date,” she said. Further, the State Government had claimed that Rs 2,300 crore and odd expenditure has been incurred on project till date, but failed to clarify on the queries raised by the Central Government, she said.
“It was mentioned that Rs 953 crore was spent on Pattiseema project. Why is Pattiseema project included in the expenditure on Polavaram works, when it is not part of the design? Chief Minister N Chandrababu Naidu himself had explained on the floor of the State Assembly that Pattiseema is a temporary project for three years and thereafter the pumps in the project will be used where there is a need. How can an expenditure on the project that is not part of Polavaram be claimed as expenditure incurred on it,” she demanded to know.
Purandeswari said that the Central Government had even sought an explanation in regard to Rs 854 crore which is claimed to have been spent on land acquisition, where it was mentioned that Rs 5 lakh to Rs 42 lakh were compensated for parcels of land acquired. How much land was acquired, from whom, where and under what project, were not mentioned. Further it was claimed that Rs 183 crore was spent for the rehabilitation of farmers, but no mention was made as to how many farmers were rehabilitated and where.
“All that the Centre had asked the State Government was a clarification on the claims of expenditure incurred on the project. When the State Government provides the details sought and clarifies, the bills submitted would be reimbursed,” she said.

VIJAYAWADA: The fate of the Polavaram project, touted as the lifeline of Andhra Pradesh, hangs in balance if its revised cost estimate is any indication. The state cabinet, in its meeting on Saturday, had raised the project cost to a whopping Rs 36,000 crore. The project, across the river Godavari at Polavaram village, was estimated to cost only Rs 16,000 crore when it was last revised in 2011. The current upward revision by Rs 20,000 crore will be a huge burden for the cash-strapped state to bear.
When the project was first mooted in 2005, the state government had put the cost at Rs 10,271 crore. The crops in East and West Godavari as well as Krishna districts will not get assured irrigation if the project does not come through. Although chief minister Chandrababu Naidu has been claiming that the government will complete the project by 2018, experts argue that it will take another decade to execute it in view of the steep escalation in cost.
The Central government has accorded 'national' status to the Polavaram multi-utility project in fulfillment of the promise made in the AP State Reorganization Act. It has also assured financial support, but sanctioned only Rs 300 crore in the last two budgets. It is not clear whether the Centre will agree to foot the additional burden due to the upward cost revision of the project.
AP water resources minister Devineni Umamaheswara Rao told TOI: "The estimates have been revised based on the proposal sent by a committee comprising senior officials. The government has decided to expedite the project work."
Irrigation experts point out that Polavaram will become a reality only if the Centre sanctions at least Rs 6,000 crore a year for the next five years. "Sanction of a meager amount will hamper the progress of the project. If the Centre continues to dole out just Rs 300 crore a year, Polavaram will continue to elude the farmers in the state," said former MP Vadde Sobhanadreswara Rao.
As it stands now, even seven per cent of the dam's construction is yet to get completed even three years after the award of the contract. Transtroy, the contractor firm, is believed to have stalled the work demanding upward revision of the project cost in view of inflation.
Since the tender was granted on EPC (engineering, procurement and construction) basis, the government is not obligated to revise the cost as it is the responsibility of the contractor to foot the additional financial burden. However, the government gave a green signal to the revised estimation allegedly due to the lobbying of some influential players.
The state water resources minister, however, clarified that of the total revised cost, the share of the dam is less than 10 per cent. The project cost went up due to the burden of relief and rehabilitation work, he added.

Krishna Delta Jalasadhana Samithi leader Kolanukonda Sivaji demanded a 'white paper' on the money spent on the project so far. "The TDP government seems to have no intention to complete the project soon. The cost has been revised only to delay it, and not to complete it on time," alleged MVS Nagi Reddy of YSRCP.
Responding to the charges, Devineni Umamaheswara Rao said that rival political parties are making "baseless" comments as they are not interested in the early completion of Polavaram.

మంగళగిరి: కొండవీటివాగు పరీవాహక ప్రాం తం వెంట ఏర్పాటవుతున్న రాజధానికి వరద ముప్పు లేకుండా చేయాలని ప్రభుత్వం భావిస్తోంది.పూడికతీత, అవసరమైన చోట్ల వెడల్పు చేయడం వాగును నిటారుగా వెళ్లేలా చర్యలతోపాటు ఉండవల్లి హెడ్ రెగ్యులేటర్ సమీపంలో ఎత్తిపోతలను ఏర్పాటు చేసేందుకు ప్రణాళికను రూపొందించింది. ఈ పనులను ఆగమేఘాల మీద చేపడుతున్నారు. మంగళగిరి, తాడికొండ నియోజకవర్గాలకు కొండవీటివాగు ముంపు సమస్య ఉంది. రాజధానే కొండవీటివాగు పరీవాహక ప్రాంతంలోకి రావడంతో మున్ముందుగా కొండవీటివాగు ముంపును ఎదుర్కొనే అంశమై ప్రభుత్వం దృష్టి పెట్టాల్సి వచ్చింది. ఈ ఖరీఫ్ సీజనులో ప్రభుత్వ ప్రణాళిక ఈ వ్యవహారంలో ప్రయోగాత్మకంగా ఉండనుంది. సాధారణంగా కొండవీటివాగు సాధారణ ప్రవాహం ఆరు వేల క్యూసెక్కులు కాగా భారీ వర్షాల నేపథ్యంలో అది 15 వేల క్యూసెక్కుల వరకు ఉంటుంది. ఆ సందర్భం లో కొండవీటివాగు కట్టలు తెగిపోవడంతో పరీవాహక ప్రాంతాలు వరద ముంపుకు గురవుతాయి. కృష్ణానదికి కూడా పెద్ద ఎ త్తున వరద నీరు చేరడంతో నది నీటిమట్టం కొండవీటివాగు నీటిమట్టాన్ని మించిపోతుండడంతో వరద ముంపు ఉధృతి తీవ్రంగా ఉంటుంది. వీటన్నింటినీ పరిశీలించిన ఇరిగేషన్ నిపుణుల బృందం ప్రస్తుత ఏడాదికి ప్రయోగాత్మకంగా ముంపు నివారణా చర్యలను చేపడుతోంది.
4 నుంచి 5 మీటర్ల వెడల్పు.. కొండవీటివాగును పూడికను తొలగించడంతోపాటు అనేకచోట్ల వాగును నాలుగు నుంచి ఐదు మీటర్లు అదనంగా వెడల్పు పెంచనున్నారు. వాగు ఎడమ పక్క వైపున ఈ విస్తరణ జరుగుతోంది. వాగు కృష్ణానదిలో కలిసే ప్రాంతమైన ఉండవల్లి హెడ్ రెగ్యులేటర్ సమీపంలో ఎత్తిపోతలను ఏర్పాటు చేయనున్నారు. దీని సాయంతో పది వేల క్యూసెక్కుల వరద నీటిని కృష్ణానదిలోకి పంపిస్తారు. మరో నాలుగు వేల క్యూసెక్కులను కృష్ణా పశ్చిమ ప్రధాన కాలువలోకి మళ్లించడం ద్వారా కొండవీటివాగు గరిష్ట వరద ఉధృతి నివారించవచ్చునని నిపుణులు అంచనా వేశారు. ఈ మేరకు అవసరమైన చర్యలను యుద్ధప్రాతిపదికన చేపడుతున్నారు.
వర్టికల్ పంపుల ఏర్పాటు
తాడేపల్లి: కొండవీటివాగు ముంపు నివారణకు పది వేల క్యూసెక్కుల వాగు నీటిని కృష్ణానదిలోకి పంపే విధంగా వర్టికల్ పంపులు ఏర్పాటు చేసేందుకు ప్రణాళికలు రూపొందిస్తున్నామని ఇరిగేషన్ సీఈ సుధాకర్ తెలిపారు. గురువారం ఉండవల్లి హెడ్రెగ్యులేటర్ను పరిశీలించేందుకు అధికారులతో కలిసి విచ్చేసిన ఆయన కొద్దిసేపు విలేకర్లతో మాట్లాడారు. మోటార్లు, జనరేటర్లు ఏర్పాటు చేసి వాగు నీటి ముంపు నివారణకు వర్టికల్ పంపుల ద్వారా వరదలు వచ్చినప్పుడు కృష్ణానదిలో కలిపే ఏర్పాటు చేస్తే వరద ప్రవాహం అరికట్టగలమన్నారు. ప్రస్తుతం కొండవీటివాగులో ఉన్న నీటిని ఉండవల్లి హెడ్రెగ్యులేటర్ ద్వారా బకింగ్హామ్ కెనాల్లోకి మళ్లిస్తున్నారు. నీరుకొండ వద్ద పూడికతీత కార్యక్రమం జరుగుతున్న దృష్ట్యా అటువైపు నీరు మళ్లితే ఇబ్బంది కావడంతో పలు చర్యలు తీసుకుంటున్నారు. కార్యక్రమంలో అధికారులు ఎస్ఈ కేవీఎల్ఎన్టీ చౌదరి, ఈఈ బాబూరావు, డీఈ సాంబశివరావు తదితరులు పాల్గొన్నారు.
